1. The Founders Council
The Council is the collective head of state. It holds five permanent seats, each occupied by a named Founder of the Republic.
Role
The Council functions in two modes. In its ceremonial mode it signs treaties, ratifies ambassadors, swears in elected officers, presides at founding-day ceremonies, ratifies legislation, hosts foreign delegates, and performs official state functions. The Chair of the Council rotates annually among the members.
In its reserve mode the Council holds enumerated powers used only under defined conditions: a veto of legislation by 3 of 5 vote, dissolution of the Assembly in the event of a constitutional crisis, declaration of a state of emergency (with an automatic 30-day sunset), and a constitutional veto on amendments that affect the Council itself.
Succession
Seats are personal to the named Founders and are not hereditary. On the death, resignation, or constitutional removal of a Founder, the seat is filled by election from among Citizens of at least seven years' standing, nominated by 4 of 5 vote of the remaining Founders and ratified by simple majority of the Citizens' Assembly. No seat passes by inheritance.
Constitutional protection
The Council's structure, reserve powers, and succession process may be amended only with the consent of the Council itself, by 2 thirds supermajority of the Assembly, and after a 90-day public deliberation period.
2. The Citizens' Assembly
All Citizens hold one vote in the Assembly. The Assembly uses liquid democracy: any Citizen may delegate their vote to another Citizen on a per-topic basis, and may revoke delegation at any time.
Role
- Passes ordinary legislation by simple majority.
- Ratifies constitutional amendments by 2 thirds supermajority.
- Confirms ministerial appointments.
- Holds confirmation power over judicial nominations.
- May pass votes of no confidence in the Prime Minister by 50 percent plus one, which triggers a new election.
Procedure
Bills may be introduced by the Prime Minister, by any Minister, or by petition of 10 percent of Citizens. Debate occurs on the Assembly portal. Voting periods last seven days for ordinary legislation and fourteen days for constitutional amendments.
Override of Council vetoes
A Council veto may be overridden by 3 quarters supermajority of the Assembly together with 2 thirds support of the Cabinet, after a 30-day deliberation period.
3. The Executive
Office of the Prime Minister
The Prime Minister is the head of government. The PM sets the legislative agenda, represents Campfira externally, nominates Ministers, presides over the Cabinet, and exercises executive authority. The PM is elected by the Assembly for renewable two-year terms.
The Deputy Prime Minister supports the Prime Minister, takes over in the PM's absence, and may concurrently hold a ministerial portfolio.
The Cabinet
The Cabinet consists of six ministries. The full list of ministries, their portfolios, and the appointed ministers is on the Cabinet page.
4. The Court of Arbitration
The Court of Arbitration is the independent judiciary of the Republic. It consists of a Chief Justice and two Associate Justices.
Composition
- The Chief Justice cannot concurrently hold an executive ministerial portfolio.
- Two Associate Justices are nominated by the Prime Minister and confirmed by the Assembly, serving fixed terms.
Role
The Court hears disputes between Citizens, between Citizens and Ministries, and rules on whether laws conform to the Basic Laws. Rulings are voluntary, in that they are binding only by the acceptance of the parties, but they carry moral and community weight.
Plenary Court
Constitutional questions are heard by the full court (Chief Justice and both Associates). Decisions on constitutional matters require a unanimous vote of the Plenary.
5. Office of the Privacy Auditor
The Privacy Auditor is an independent constitutional office. The Auditor is independent of the Ministries and the Founders Council.
Powers and duties
- Reviews access logs to personal data quarterly and publishes a public report on data handling.
- May summon any officer to answer questions about data handling.
- Reports directly to both the Citizens' Assembly and the Founders Council.
Appointment
The Auditor is appointed by the Assembly for fixed terms and is removable only by a 2 thirds vote of the Assembly for cause. The constitutional independence of this office cannot be amended without Council consent and a 2 thirds vote of the Assembly.
Ceremonial offices
Chair of the Founders Council
The Chair rotates annually among the Founders. The Chair functions as First Citizen, presides at state ceremonies, and represents the Council externally. The role carries no operational power beyond Council procedure.
Chancellor
The Chancellor is responsible for the official seal of state, custody of the founding documents, and the swearing-in of new Citizens. The role is symbolic and carries no executive authority.
